Adulterated Cosmetic Products

Two more cosmetic products have been found to be adulterated with undeclared potent western medicine. The products were found to be adulterated after they have been tested by the Pharmacy Section, Department of Scientific Services, Ministry of Health.

The affected cosmetic products are Brilliant Skin Essentials Rejuvenating Facial Toner and Rejuvenating Cream. Both products, manufactured in the Philippines, have been found to contain hydroquinone and tretinoin. The adulterants found in these products can cause adverse effects that are potentially hazardous to the people using them. The Ministry of Health has not issued any approval for the importation and/or Cosmetic Notification Acknowledgement Letter for the sale of these products. Following these findings, these products are not allowed to be imported and sold in Brunei Darussalam.

The retailing, importing and marketing of the cosmetic products including online retail without a Cosmetic Product Notification Acknowledgement Letter issued by the Ministry of Health is an offence under the Medicines (Cosmetic Products) Regulations, 2007. If found guilty, members of the public are liable to a fine not exceeding 5-thousand dollars, imprisonment for a term not exceeding two years or both.
