Discussion Between Ministry Of Home Affairs And Members Of Legislative Council

The Ministry of Home Affairs has lined up a number of initiatives and programmes to uphold the desire of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam in developing as well as maintaining the prosperity and peace of the country. Speaking while chairing the discussion with members of the Legislative Council yesterday afternoon, Yang Berhormat Pehin Orang Kaya Seri Kerna Dato Seri Setia Doctor Haji Awang Abu Bakar bin Haji Apong, said the initiatives and programmes lined up are in line with the ministry's strategic plan to help strengthen the security, well-being, catalysing socio-economy and enhancing community solidarity. Among the initiatives presented by the Minister of Home Affairs include the implementation of a Department of Immigration and National Registration as well as Labour Department system with the support of the e-Government National Centre which will improve the service quality to the public such as registration of Identification Cards, Passports, Registration of Births, Deaths and the use of biometrics at control posts. According to Yang Berhormat, the system is expected to be used in July this year.

Yang Berhormat Pehin said the system will also provide a reformation method in the process and approval of visa and employment pass issuance as well as matters related with foreign nationals working in Brunei Darussalam to be more efficient and organised. Among the main impact is providing an opportunity for the public to submit various online applications and reduce the approval period process. Another benefit obtained from the system is to further strengthen the security aspects at control posts in the country with the use of biometrics.

In upholding the existence of society living in harmony and prosperity, Yang Berhormat Pehin stressed upon a number of additional initiatives to be implemented towards changing the public's attitude to become citizens who obey the law aside from contributing to the increase of government revenue by introducing the compound method to prevent potential offences. Yang Berhormat added that they are in the process of amending a number of legal acts such as the Minor Offences Act Chapter 30 in tackling the issue of dumping rubbish by imposing heavier fines as well as the Fire Safety Order 2016 which is to control fire safety at business premises. It is hoped that with the changes made, compound fines will be imposed on business premises which do not adhere to the stipulated regulations.

Speaking on the process to implement the e-voting system, Yang Berhormat said the application system will be used to vote for Penghulu Mukim and Village Head candidates aside from helping expedite the process of filling the Penghulu Mukim and Village Head positions. Touching on the implementation of the re-zoning plan for Kampong Ayer and land areas, Yang Berhormat said the initiative will enhance the mukims and villages' administration and management efficacy aside from balancing the duties and responsibilities of penghulu mikims and village heads. The Minister of Home Affairs added, the project involved the scaling down of the penghulu mukim positions from 39 to 31 and the addition of village head positions from 185 to 191. The members of Legislative Council was led by Yang Berhormat Pengiran Haji Mohamed bin Pengiran Haji Osman @ Othman.
