His Majesty in the titah states that Brunei Darussalam is a Zikir Nation. According to the Monarch, the ethics of a Zikir Nation is power and leadership, with a core of justice. His Majesty in the titah cited a hadith of the Prophet Sallallaahu ‘Alaihi Wasallam which portrays the heavy responsibility of a leader.
The hadith, His Majesty says, reminds us that nobody who is appointed, even if only to lead ten people, other than facing Judgement Day with their hands tied to the neck and he is unable to free himself from the shackles other than solely with justice, when he is able to be fair and just to the ten people under his leadership.
