For locals to attain higher posts such as professor, the Minister of Education explained that they need high standard that is internationally recognised. And this, according to Yang Berhormat Dato Paduka Awang Haji Hamzah, takes time. This was explained in response to the query raised by Yang Berhormat Pengiran Haji Ali bin Pengiran Maon on qualified locals who have no opportunity to hold higher posts.
To become a professor at local higher learning institution, the post is benchmark through the International Reviewer Standard or the country's standard in line with overseas institution. In order to achieve the standard, the challenge to our local lecturers as for them to be on par with the overseas lecturers. To upgrade their level from Lecturer to Senior Lecturer and Professor, the country's need to produce scholars of professor level, and it takes time. In order to attain the post of professor, it needs research, publication, consultation, and becomes a consultant in order to hold the post. So, it requires high standard that is internationally recognised and their works are cited by other lecturers or researchers worldwide.
