The government’s efforts from the aspect pf Islamic administration, obedience to the Ulil Amri or leader and financial management from the aspect of effective budget was clarified and discussed during the Special Forum in conjunction with the New Year 1442 Hijrah Celebration. The Forum entitled ‘Pengukuhan Maqasid Syar’iah dalam Pemerintahan Negara dan Kepimpinan Ulul Amri’ or Strengthening of Syariah Objectives in an Ulul Amri’s Rule and Leadership, highlighted the role of Maqasid Syar’iah in shaping the implementation of Brunei Darussalam’s governance and leadership. The Forum was held yesterday morning live from Dewan Raya, Radio Television Brunei.
The Forum which was chaired by Dato Seri Setia Awang Haji Abdul Aziz bin Orang Kaya Maharaja Lela Haji Yussof, Former Permanent Secretary at the Ministry of Religious Affairs, featured four panel members. Dato Seri Setia Doctor Awang Haji Mazanan bin Haji Yusof, Assistant Mufti for BUHUTH or Research, State Mufti Department in the forum touched that among the government’s efforts from the aspect of Islamic Administration which acts to protect and maintain Islam as well as be responsible for all matters related to Islam including monitoring muslims in the country so that they are not influenced by teachings taht deviate from the faith or aqidah and the Ahli Sunnah Wal Jamaah school of thought. Whatever form the leadership that rules and governs the country certainly should prioritise the people’s well-being. From the aspect of Islamic governance, the maqasid syariah concept will be placed as the turning point, balance and target as the people’s well-being from the Islamic perspective is within the general benefits.
Meanwhile, Awang Haji Mohd Rozan bin Dato Paduka Haji Mohd Yunos, Adjunct Professor at Universiti Brunei Darussalam touched on obedience to the Ulil Amri as the foundation to the country’s stability. The objective of loyalty to the Ulil Amri, is stability and peace. Awang Haji Mohd Rozan said that he would like to view the matter from the aspect of the provision of services from His Majesty’s government. What is unique in Brunei Darussalam, medical and care is provided for free. Secondly is loyalty from the aspect of obedience to policies. Most policies which fulfils the Maqasid Shariah requires law and regulations which needs to be adhered to and understood by the country’s people. With these two loyalties in the implementation of the Maqasid Shariah, the country will be safe and in turn with the safety and stability, will become a country that is prosperous and content under the care of Allah.
Doctor Dayang Hajah May Faezah binti Haji Ahmad Ariffin, Permanent Secretary for Economy at the Ministry of Finance and Economy outlined on financial management from the aspect of effective budgeting to ensure that the well-being of the country’s citizens and residents is protected. To ensure existing government financials or property continues to be guaranteed, it is vital for the government to practise prudent spending and avoid wastage in expenditures. In this regard, the Ministry of Finance and Economy has implemented a budget that achieves a number of main objectives. Firstly, to uphold economic growth and secondly to ensure that the well-being and welfare of the country’s citizens and residents continues to be cared for. This is evident if seen from the country’s achievement in the United Nations 2030 Agenda for Sustainable Development which is Sustainable Development Growth or SDG’s which follows a principle of Leaving No One Behind.
Dr. Shamsiah Zuraini Kanchanawati binti Haji Tajuddin, Permanent Secretary for Core Education at the Ministry of Education touched on the key for achievement of every students’ full potential which is the strengthening of the education system quality at the school level which should become the medium in producing excellent individuals. As the country is facing the 4.0 industrial revolution, it is vital for the Ministry of Education to also provide a curriculum that prepares the students in facing the era. Therefore the ministry will introduce digital literacy to assist students in facing the challenges, in order for them to gain the required skills. There are also a number of other initiatives implemented by the Ministry of Education either academically or non-academically.
The Forum was attended by Cabinet Ministers, members of the Legislative Council and deputy ministers.
