In answering the response on National Assistance Programme, the Minister of Culture, Youth and Sports explained that the ministry is and will always stressed on and prioritise towards the empowerment of specific target groups, including the low income group, by providing employment skills and entrepreneurship opportunities. This is to ensure that the groups and their dependents will be self-reliant and step out from poverty. According to Yang Berhormat, this year the efforts will be continued by determining the effectiveness of each programme. Such as, by enhancing collaboration with private agencies for any programmes. The issue on underprivileged empowerment programme was raised by Yang Berhormat Pengiran Haji Ali bin Pengiran Maon.
The Minister of Culture, Youth and Sports further explained that since April 2016, the Employment Plan Programme has provided employment to 100 individuals and to date, are still working. The ministry has targeted the numbers to be raised to 200 recipients of Monthly Welfare Assistance, BKB and their dependents to obtain employment in 2019. The second programme is home based business. Since April 2016, 38 out of 68 participants of the programme are still active with their business. Thirdly, the Community Empowerment Programme which assists recipients to undergo skill training and vocational at the Youth Development Centre.
Since 2017, participants of the Community Empowerment Programme, who intends to undergo courses at the Capacity Building Centre, will be channelled to the Ministry of Energy, Manpower and Industry. Fourth, the Visionary Youth Innovation Programme. Since December 2016, a total of 33 children or dependents of the recipients had undergo the Visionary Youth Innovation Programme. 14 of them are now employed, and one is furthering the study. Meanwhile, 11 participants had recently completed the first phase of training at the National Youth Service Programme and will begin the second phase at Polytechnic Brunei.
